Abstract

The Free Nutritious Meal Program (MBG) is a government policy aimed at improving children’s nutritional status and strengthening the quality of human resources from an early age. However, its implementation in Banyumas Regency has given rise to ecological conflicts due to inadequate waste management, resulting in groundwater contamination, public health disturbances, and social tensions. This study aims to analyze the resolution of these ecological conflicts through the integration of Mahatma Gandhi’s Sarvodaya values as an ethical and philosophical foundation. The research employs normative legal research with a philosophical approach, conducted through an examination of statutory regulations, legal doctrines, and the concept of Sarvodaya. The findings indicate that the ecological conflict surrounding the MBG program in Banyumas reflects a systemic governance failure, rather than merely a technical environmental issue. The integration of Sarvodaya values, which emphasize well-being for all, collective responsibility, and harmony between humans and nature, offers a transformative approach to conflict resolution through participatory waste management, policy transparency, and equitable social dialogue. This approach is expected to restore ecological justice and serve as an ethical model for the implementation of sustainable social programs in Indonesia
