Peran Badan Usaha Jasa Pengamanan (BUJP)
Abstract
Security Service Business Entities (BUJP) have a very important role in maintaining public security and order. However, the existence and operation of BUJP are often faced with various challenges, one of which is legal ambiguity or uncertainty. This has an impact on various aspects, ranging from licensing, operations, to legal responsibility in the implementation of security services. The existence of Security Service Business Entities (BUJP) is currently based on Law Number 2 of 2002 concerning the Police in Article 15 paragraph (2) letters f and g where BUJP is included in part of the state security system. The implementation of BUJP is regulated in 3 (three) interrelated internal Regulations of the Chief of Police, namely: Regulation of the Republic of Indonesia National Police Number 4 of 2020 concerning Self-Security; Regulation of the Chief of Police Number 17 of 2006 concerning Guidelines for the Development of Security Service Business Entities; Regulation of the Chief of Police Number 24 of 2007 concerning the Security Management System for Company Organizations and/or Government Agencies/Institutions; and the Regulation of the Chief of Police Number 24 of 2010 concerning Procedures for Implementing Audits for the Issuance of Recommendation Letters and Operational Permits for Security Service Business Entities. The operational regulation of BUJP through the Chief of Police Regulation raises issues, amidst the increasing challenges faced in the field. BUJP as an industry or legal entity must maintain its sustainability in improving services to clients, and this requires legal certainty.
