Strategi Pengembangan Pola Operasional Ditpolair Polda Banten dalam Menjaga Keamanan Maritim di Wilayah Selat Sunda
Abstract
The Sunda Strait is a strategic shipping lane that connects the Indian Ocean and the Java Sea, playing an important role in supporting economic activities through major ports such as Tanjung Priok and Panjang. In addition, the Sunda Strait also has great potential in the fisheries, tourism, and energy sectors. However, the region is vulnerable to various maritime threats, such as illegal fishing, smuggling of goods, and other crimes, which can disrupt regional stability. The Banten Regional Police Directorate, as the party responsible for maintaining the maritime waters of the Sunda Strait, is faced with great challenges in the implementation of maritime patrols and law enforcement. The limited patrol fleet and existing resources worsen the operational effectiveness of the Ditpolair in responding to threats. Therefore, it is necessary to develop a more effective operational strategy, which involves the internal strength of the Directorate of Police, cross-agency cooperation, and the use of technology to increase the effectiveness of patrols and law enforcement. This study aims to identify the factors that affect the effectiveness of Ditpolair's operations in the Sunda Strait, formulate priority strategies to address existing weaknesses, and propose concrete operational measures to improve security in the region. The results of the study show that there are 8 internal factors and 8 external factors that can affect the implementation of operations in the Sunda Strait by the Ditpolair. Meanwhile, based on the results of the analysis and discussion, there are 3 (three) main strategies proposed, namely (1) Increasing cooperation with Other Agencies in data sharing and law enforcement, (2) Using operating patterns with a waiting system in strategic areas, and (3) Building a Community-Based Maritime Intelligence Network/Community-Based Integrated Reporting System. Then to operationalize the three strategies, there are 3 (three) efforts in strategy 1, 5 (five) efforts in strategy 2, and 3 (three) efforts in strategy 3. With the implementation of these strategies and operational efforts, the Ditpolair can increase operational capacity and effectively maintain maritime security in the Sunda Strait, which is important for Indonesia's maritime sovereignty and national economic stability.
