Tanggung Jawab Pemerintah dalam Perlindungan Ekspresi Budaya Tradisional di Kabupaten Bone : Tradisi Abbotingeng

Abstract

This study aims to determine and explain the responsibility of the local government and the supporting and inhibiting factors for legal protection of traditional cultural expressions in Bone Regency, especially in the Abbotingeng tradition. The type of research used is socio-juridical using the statue approach which makes laws and regulations the legal basis for analyzing the reality in the field, and the conceptual approach to understand the mechanism of local government accountability for protecting the existence of traditional culture. Bone Regency, which was once a kingdom that had a major role in the hegemony of other kingdoms in ancient times, has left behind countless traditional values ​​to be given legal protection. The results of the study indicate that the responsibility of the Bone Regency government for the protection of traditional cultural expressions, especially the Abbottingeng tradition, has not been maximized because there is no Regional Regulation that regulates and accommodates traditional cultural expressions where Regional Regulation Number 5 of 2016 concerning the separation of the Tourism Office from the Cultural Office has not been able to provide legal protection for traditional cultural expressions in Bone Regency. The supporting factors owned by the local government in efforts to protect traditional cultural expressions and knowledge of traditional values ​​are still respected and their traditional values ​​are revived with ritual activities by the government and the community, while the inhibiting factor is that the Cultural Office in this case as the office that deals with culture still lacks human resources who have the capacity and quality in cultural knowledge.
